They were married at First United Methodist Church, which continued to be his church home throughout his life. He loved his church family.
After proudly serving the Navy for two years, he began his career at Millikin Bank. He climbed the ladder working in Bookkeeping, Proof Department, Commercial Teller, Vault Teller, Installment Loan Officer and in 1972 was promoted to Manager/Assistant Cashier of the Credit Card Department, which he developed and nurtured. In 1980 he was appointed Assistant Vice President.
Cecil was a graduate from Stephen Decatur High School, Brown's Business College, Illinois Bankers School at Southern Illinois University and The School of Banking at the University of Wisconsin.
He leaves to cherish his memory the loves of his life, daughter: Leigh Ann Hale and her partner John Keller and grandson: Timothy Hale (TJ). He was preceded in death by his wife: Eileen Monroe; brothers: Stephen Monroe, Morrie Monroe, Floyd Monroe; and his sister: Marianna Rakers and her husband Al.
A very special thank you to everyone who touched Dad's life. Especially Ray and Janann Burrus, Joyce Rakers, George and Alice Bray, Mary Lou and Bob Enloe and Jim Livasy. The family also wishes to thank Dr. Richard Fritz, Fairhaven's Christian Home, Imboden Creek Gardens, Hickory Point Christian Village and St. Mary's Hospital for the wonderful care and support.
Dad was the most loving and caring person I know. He showed TJ and I the importance of those traits. We will miss him, but he is now celebrating in Heaven with mom, brothers and sister and a multitude of friends.

Dear Leigh Ann We have been trying to reach you and discovered the obituary on the internet. Your Dad & my husband were navy buddies back in the second World War in the Pacific. We have kept in touch all of these years except for last Christmas. I was trying to inform your Dad that Bob passed away on July 30th. Please accept our condolences. Arleen Pechman
